The Decree for the Appointment of Jewish Councils in the occupied Polish regions was passed by the Führer and Reich Chancellor on October 12, 1939. It decrees the establishment of a Jewish Council (Judenrat) in every community with twelve members for the council in communities under 10,000, 24 in communities over 12,000, inhabitants, all selected from the respective communities. The Jewish Council elects the chairman for the respective council. The name of the chairman has to be submitted to the City Captain by December, 31st after each election. The City Captain confirms the election but reserves the right to chose a different person for the position. The Jewish chairman receives orders from German offices and is responsible for the diligent execution of the orders. All members of the community have to obey the orders.
In addition six decrees regulate the provision for the handling of the match-monopoly, the increase of the tax on beer, the administration of Polish communities, the decree on wearing uniforms in the General Gouvernement, hunting in the region of the Gouvernement, and an update on the decree on wearing uniforms in the General Gouvernement.
