I. Communiqué on the Potsdam Conference held from July 17th to August 2nd, 1945. Attending were US President Harry S. Truman, the chairman of the Soviet Republics Josef Stalin, and the Prime Minister of Great Britain Winston S. Churchill and Clement R. Attlee. They were accompanied by the Ministers of Foreign Affairs of the three governments. The meeting was adjourned on July 25th due to the election in Great Britain, and on July 28th Clement R. Attlee returned as the new British Prime Minister. The meeting took place at the Cecilien-Hof near Potsdam. On August 2, 1945, the conference was suspended and important resolutions were adopted, promising a just and lasting peace.
II. Establishment of the Council of Ministers of Foreign affairs. This chapter reveals the text of the agreement that was reached to establish the Council of the Ministers of Foreign Affairs as a result of the conference. The meetings of the Council were to be held in London.
III. About Germany. All Militarism and Nazism shall be eradicated and the German people shall be given assistance to prepare for the future.
IV. Political and economic principles to guide negotiations with the Germans during the first control period. Describes the partition into four zones of occupation, controlled by Russia, Great Britain, France and the United State, and addresses under A. Political principles, and under B. Economic principles, including reparations.
V. German Fleet and merchant ships. Brief paragraph announcing the selection of experts to address the use and disposal of the German fleet and merchants ships.
VI. The city of Krolewiec (Königsberg) and the adjacent region. Regulations regarding the transfer of Königsberg and adjacent areas to the Soviet Union.
VII. War Criminals. London agreement (see # II. above)to find methods of bringing major war criminals to justice with the intentions to start the trials as soon as possible.
VIII. Austria. Expresses readiness of all participants to hear the Soviet proposal regarding the expansion of the Austrian Provisional Government to all of Austria.
IX. Poland. Considerations regarding issues relating to the Polish Provisional Government and National Unity, particularly in regards to Poland's Western border.
X. Conclusion of the peace agreement and admission to the organization of United Nations. The three Governments are preparing peace agreements to end the abnormal situations of Italy, Bulgaria, Finland, Hungary and Romania, with special considerations regarding Italy as the first Axis power.
XI. The territories under protection. Specifically the territories under Soviet protection as defined at the Crimea Conference. The issue of Italian colonies is to be considered by the Council of Ministers of Foreign Affairs in September.
XII. On the revision of the Allied procedure and control commission in Romania, Bulgaria, and Hungary. The three governments agreed that the procedure of the Allied Control Commissions in these countries will be reviewed.
XIII. Regulation on the issue of resettlement of the German population. This is concerning the expulsion and resettlement of Germans from Poland, Czechoslovakia and Hungary.
