The pamphlet contains a variety of declarations and resolutions expressing obligations and goals of the Jewish people in view of the war and the holocaust taking place in Europe, commemorating the martyrs and indicate various ways and measures to establish a framework for the Jewish people to live in peace, freedom and equality in a democratic world among the nations. Specific Jewish needs are addressed: 1. The repeal and void of all measures discriminating against and directed towards Jews as well as the complete restoration of their rights and judicial status. 2. The recognition of the special needs of the Jewish people relating to the measures to reestablish their rights in the framework of reconstruction in a postwar world. 3. Incarceration, condemnation and punishment of all those who committed crimes against the Jews since 1933. 4. Restitution of damages in Jewish communities and of Jewish victims of Nazis and fascists. 5.
