Page one features a quote by Rudolf Hess: Only the Nation that upholds its honor will persist in perpetuity. Germany will persist – thanks to the Führer!" The table on content is printed to the verso of the first leaf with directions by the district leader stating that a meeting is to be called by all local leaders to convene all department heads to discuss the ordinances. In addition it states here that the NSDAP District Ordinance to be treated confidentially, not intended for the press. All other pages with text on recto only. The work was intended to be disbound and distributed to the respective departments with the directives to be updated as new ordinances were issued. Our copy is complete.

The ordinances are issued by various party members, e.g. the District Leader of the first ordinance concerning the promotion of the Rural Duty (Landdienst) of the Hitler Youth. The Rural Duty expresses the devotion of the Hitler Youth to the peasantry. This and other texts are composed in the for the NS typical propaganda tone. The second ordinance is issued by the President of the District Court regulating acquisitions for the court, followed by a notification of the District Management stating the dates for the 1939 National Party Rally. The next five leaves from the District Organization Leader are concerned with redistricting of South Hanover-Brunswick, listing all names of local leaders with new district leaders' names printed bold.

The ordinance contains announcements by the personnel department, the propaganda department (promotion of the periodical "Unser Wille und Weg / Our Will and Way" and statistical reports), the Department for Victims of War, the leader of the District Department for the People's Health, the department Engineering, the department for social services, the leader of the District Justice Department, the leader of the department for race politics, the leader of the District Department for Women, the leader of the Hitler Youth of Lower Saxony and the leader of Group 9 of the NS Aviation Corps.
