A proposal by Paul Haupt, Professor of Semitic languages at the Johns Hopkins University, Baltimore. Paul suggest that the land between Euphrates and Tigris is the best suited area to settle the Russian Jews. Precondition for the success of this move would be the completion of the planned Euphrat railroad, with a paragraph on the costs of this undertaking. Haupt elaborates on the climate, the products, the depopulation of Assyria and Northern Syria, its products and climate, Babylon, its climate and potential productivity and proposes various ideas on agriculture, irrigation and canalization of the area. Finally he he offers his ideas for the representation and protection of some 10,000 settlers and points out the necessity of preliminary studies including a proposal for the staff to undertake this endeavor.
