The Council of the League of Nations convened the International Conference on the Treatment of Foreigners with the intention of drafting a treaty addressing these matters.
However, the 1929 Paris Draft Treaty on the Treatment of Foreigners was never adopted because even full national treatment was considered to be too ambitious.
