Noah came from a noted Jewish family in Charleston. In 1813 he was appointed consul to Tunis with instructions to negotiate the release of some Americans held prisoners by Algerian pirates. After two years, and much travel, he returned to his country. "Always strongly attached to his own people [Noah] desired to establish a colony for the oppression of all nations. Accordingly, in 1825, with imposing ceremonies, he laid the cornerstone of 'Ararat, a City of Refuge' which he hoped to establish on Grand Island in the Niagara River. Though the project came to naught, it affords an interesting commentary upon an otherwise practical mind." (D.A.B. Rosenbach 205). Ex Libris of Horace White on inside cover. 3 1/2" oval segment missing from edge of title page not affecting the text. Light to moderate foxing throughout. Some pages uncut.
